This is the time for members of the public to present issues of concern or interest to the Board.  All issues requiring further research will be forwarded to the appropriate staff for response at a later time.  Each speaker will be limited to a maximum of three (3) minutes, and the format shall be limited to presentation only.  The Board will not engage with any speaker during this Public Comment period. Personal attacks and disagreements, personnel and employment matters, the use of profanity or ethnic, racial or gender-oriented slurs are prohibited, as is any "disorderly conduct" which violates State or Local law and shall not be permitted. If an individual disregards these rules, they will be asked to leave the Commissioner's Meeting Room.

Consideration and possible appointment of Jennifer Sherwood to the Montrose County Fair Board for a term expiring August 31, 2027.

Consideration and possible authorization of the Chair's signature on a community partnership agreement with the Town of Olathe; as reviewed by Counsel.  This agreement stipulates conditions related to County funding being provided to the organization in 2025.   This action represents a budgeted expense in the amount of $50,000.

Consideration and possible approval of the Board's signature on a letter of support for the real estate tax exemption application submitted by MarillacHealth to the State of Colorado, Division of Property Taxation.

Consideration and possible approval of the Chair's signature on a contract with Berentis Rodeo Company to provide for the rodeo services, equipment and livestock for the 2025 Buck It Bull Riding event at the Montrose County Event Center.

Finance

Consideration and possible authorization of the Chair's signature on a statement of work ("SOW") under the master service agreement ("MSA") dated January 3, 2023, with Clifton Larson Allen, LLP. This agreement stipulates conditions related to consulting services for the independent annual financial audit for the year ended December 31, 2024, as reviewed by Counsel. This action represents a budgeted expense $88,250.

Consideration and possible authorization for Cindy Dunlap to sign a Statement of Work agreement effective for the year ended December 31, 2024, under the Master Services Agreement with Clifton Larson Allen, LLP, dated January 3, 2023, to provide non-attest services related to the application and requirements of GASB Statement No. 87 Leases and GASB Statement No. 96 SBITA's (Subscription Based Information Technology Agreement). This agreement stipulates conditions related to CLA's Turnkey hosting solution for leases and SBITA's, as reviewed by Counsel. This action represents a budgeted expense.

Public Works

Consideration and possible adoption of Resolution Number _____-2025 regarding the County accepting the maintenance of 0.09 miles of 6840 Court, as reviewed by Counsel. 6840 Court is an asphalt road extending North from Vernal Road that was constructed in accordance to County standards. Upon acceptance of County maintenance of 6840 Court, staff will add the 0.09 miles of 6840 Court to the list of County roads that receive State Highway Users Tax Funds. The approval of this item is dependent upon the approval of the Mountain View South Phase 2 Subdivision, which is a separate item on this agenda, and said subdivision plat being recorded at the Montrose County Clerk and Recorder's Office.

Public Works

Consideration and possible award for the purchase of one (1) 2025 Caterpillar D1 dozer from Wagner Equipment Company, Inc. of Grand Junction, Colorado, being the only company having the purpose-built piece of equipment in the amount of $276,829. This dozer is a new addition to the West-End Road & Bridge. The dozer will be paid from the 2025 Road and Bridge equipment budget. Upon approval, a purchase order will be issued to Wagner Equipment Company, Inc. in the amount of $276,829.

Sheriff's Office

Consideration and possible signatures on Guardian Transport & Security LLC application for secure transport license and permits for a total of four (4) vehicles, two (2) type 1 partitioned secure transport vehicles and two (2) type 2 non-partitioned secure transport vehicles and a District license to operate within Montrose County.  Guardian Transport is licensed in good standing within their home base, Mesa County and per Montrose County Secure Transport Resolution 89-2022 Article III - 3.3 is granted reciprocity, effective February 5th, 2025 through the expiration dates that align with Mesa County licenses and expiration dates.
